Seems like a funny name for a security grille. Actually it is one of the original names for security grilles.The Dictionary for French Architecture from the 11th to 16th Century provide a wonderful definition and image. 

Wikapedia defines Portcullis:  "A Portcullis is a grille or gate made of wood or metal, or a combination of the two.  Portcullises fortified the entrances to many medieval castles, acting as a last line of defense during time of attack or siege.  Each Portcullis was mounted in vertical grooves in castle walls and could be raised or lowered quickly be means of chains and ropes attached to an internal winch" (see figure at left).
